These instructions describe authorized identification media which may be used by active duty Internal Revenue Service personnel in the performance of their official duties. This also prescribes requirements for the issuance, control and use of official identification media, and replicas of official ID media for retirement or honorary mementos or similar purposes. This manual is very informative for the purpose of identifying who is authorized access to document information (i.e. your personal tax returns) and physical locations within IRS offices. Not everyone has access to all areas of an IRS office. Useful to determine if the individual that told you they cannot find your tax return is even allowed to have access to it. If they are not permitted access to your personal information, it does not take a rocket scientist to figure out why they can’t find it. And, if they are not permitted access, but instruct you to send them a copy, they are abusing their position by coercing you to provide information they are not permitted to obtain.

This catalog is intended to help those interested in knowing the purpose and use of the various Federal tax forms, form letters, notices, etc., developed by the Internal Revenue Service. Part I consists of a list of Federal tax forms and related forms which the taxpayer may need to originate an internal revenue tax matter (e.g., make an election, report income and deductions, or amend forms previously filed, etc.), and Part II consists of a list of forms, form letters, notices, etc., used by the Internal Revenue Service to communicate with the public on tax-related matters. This Publication is very useful in determining if the letter, form or notice you’ve received is a form approved for use when communicating with the public, as well as what office originally generated the form and what it is used for. This Publication is very informative and now discontinued; it is no longer available for purchase from the IRS Reading Room.
